Indian Forest Service Examination 2011

(v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethopia and Vietnam with the intention of permanently settling in India. Provided that a candidate belonging to categories (ii), (iii), (iv) & (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. A candidate in whose case a certificate of eligibility is necessary may be admitted to the examination/ interview conducted by the Bank but on final selection the offer of appointment may be given only after the necessary eligibility certificates have been issued to him by the govt of India.

Educational qualification: The candidate must hold a Bachelor’s degree with at least one of the subjects namely Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, physics, Statistics and Zoology or a Bachelor’s degree in Agriculture, Forestry or in Engineering of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section-3 of the University Grants Commission Act, 1956 or possesses an equivalent qualification.

NOTE I: Candidates who have appeared at an examination, the passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to this examination. Such candidates will be admitted to the examination, if otherwise eligible but their admission would be deemed to be provisional and subject to cancellation if they do not produce proof of having passed the requisite examination along with the Detailed Application Form which will be required to be submitted to the Commission by the candidates who qualify on the result of the written part of the examination.
NOTE II: In exceptional cases the Union Public Service Commission may treat a candidate who has not any of the foregoing qualifications as a qualified candidate provided that he/ she has passed examination conducted by the other Institutions, the standard of which in the opinion of the Commission justifies his/ her admission to the examination.

• Opening date for online registration: 19 March 2011

• Closing date for online registration (for all candidates): 18 April, 2011 till 11.59 PM after which the link will be disabled.

• Closing date for online registration (Offline) (From candidates residing in specified remote areas only- All Offline Applications from candidates residing in Remote Areas must reach the “Controller of Examinations, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi- 110069 by Post/Speed Post only by 25 April, 2011.  Candidates should note that no application will be received by Hand or by Courier.

• Tentative date of written test: Examination will commence from 9 July 2011

Application Fee: Candidates applying Online are required to pay a reduced fee of Rs 100/- (Rupees Hundred only) either by remitting the money in any Branch of SBI by cash, or by using net banking facility of SBI or by using Visa/ Master Credit/ Debit Card.

Candidates, from remote areas, applying Offline through New Common Application form (Form-E) are required to pay a fee of Rs.200/- (Rupees Two Hundred only) through Central Recruitment Fee Stamp only of requisite denomination (NOT postage stamps) which may be obtained from the post office and affixed on the Application Form.

c) Female/ SC/ ST/ PH candidates are exempted from payment of Fee. (OBC Candidates are required to pay full fees)

How to apply:

1. Candidates are required to apply online using the link http://www.upsconline.nic.in Detailed instructions for filling up Online Applications are available on the above mentioned website.

2. Candidates residing in certain Remote Areas can exercise the   option of applying through Offline mode also by using the New Common Application Form (Form E) being used for examinations conducted by  the Commission.

3. This Application Form along with an Information Brochure containing general instructions for filling up the form, an acknowledgement card, and an envelope for sending the application is obtainable from the designated Head Post Offices/ Post Offices throughout the country against the cash payment of Rs 30/- (Rupees Thirty only).

4. Form should be purchased from the designated Post Offices only and not from any other agency. This Form can be used only once and for only one examination.

5. Candidates, who wish to apply offline, must use the Form supplied with the Information Brochure only and they should in no case use photocopy/ reproduction/ unauthorised printed copy of the Form.

6. Since this Form is electronically scannable, due care should be taken to fill up the Application Form, correctly. The candidate should also fill up in the relevant places of the Acknowledgement Card, their Application Form Number and the name of the examination.

7. The applicants are required to affix the postage stamp of Rs 6/- on the Acknowledgement Cards and send the same along with Application Form to UPSC.  If an applicant fails to affix the postage stamp of requisite amount his/her Acknowledgement Card will not be dispatched and Commission will not be responsible for non-receipt of Acknowledgement Card by the applicant.

8. The duly filled in Application Form and the Acknowledgement Card should then be mailed in the special envelope supplied with the Information Brochure. The candidates should also write the name of examination viz. ”Indian Forest Service Examination, 2011" on the envelope before despatching it to “Controller of Examinations, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069”.

9. Candidates should note that all Offline Applications from remote areas only will be received by Post/Speed Post only and no application will be received by Hand or by Courier.

Selection procedure: The competitive examination for the Indian Forest Service Comprises of the following.

(A) The written examination consisting of the following papers:-

Paper I General English 300 marks
Paper II General Knowledge 300 marks
Paper III Any two subjects 200 marks be selected for Paper IV from the list of each paper the optional
Paper V Subjects set out in Para 2 below.
Paper VI Each subject will have two papers.

(B) Interview for Personality Test of such candidates as may be called by the Commission (Maximum marks: 300 marks)

d) Mathematics and Statistics.

e) Of the Engineering subjects viz. Agricultural Engineering, Chemical Engineering, Civil Engineering and Mechanical Engineering - not more than one subject.

General:

1) All the question papers for the examination will be of conventional (essay) type.

2) All question papers must be answered in English. Question papers will be set in English only.

3)  The duration of each of the papers referred to above will be three hours.

4)  Candidates must write the papers in their own hand. In no circumstances, will they be allowed the help of a scribe to write the answers for them.

5) The Commission have discretion to fix qualifying marks in any or all the subjects of the examination.

6) If a candidate’s handwriting is not easily legible, a deduction will be made on this account from the total marks otherwise accruing to him/ her. Marks will not be allotted for mere superficial knowledge. Credit will be given for orderly, effective and exact expression combined with due economy of words in all subjects of the examination. In the question papers, wherever required, SI units will be used.

7) Candidates should use only International form of Indian numerals (i.e. 1,2,3,4,5,6 etc.) while answering question papers.

8) Candidates will be allowed the use of Scientific (Non-Programmable type) Calculators at the conventional type examination of UPSC. Programmable type calculators will, however, not be allowed and the use of such calculators shall tantamount to resorting to unfair means by the candidates. Loaning or interchanging of calculators in the Examination Hall is not permitted.

SECTION-II

Personality Test

1)    The candidates will be interviewed by a Board of competent and unbiased observers who will have before them a record of their career. The object of the interview is to assess the personal suitability of the candidate for the Service. The candidate will be expected to have taken an intelligent interest not only in his/her subjects of academic study but also in events which are happening around him/her both within and outside his/her own State or Country, as well as in modern currents of thoughts and in new discoveries which should rouse the curiosity of well-educated youth.

2) The technique of the interview is not that of a strict cross examination, but of a natural, though directed and purposive conversation, intended to reveal mental qualities of the candidate. The Board will pay special attention to assessing the intellectual curiosity, critical powers of observation and assimilation, balance of judgement and alertness of mind, initiative, tact, capacity for leadership; the ability for social cohesion, mental and physical energy and powers of practical application; integrity of character; and other qualities such as topographical sense, love for out-door life and the desire to explore unknown and out of way places.
