Sidelining the heavy protest from the opposition Congress and BJP in the Odisha Assembly, the Birla Global University Bill, 2015 got passed with mandate from the assembly. The Bill was introduced in the state assembly by the state higher education minister Pradeep Kumar Panigrahi and got passed in the absence of opposition Congress members. They have earlier protested the rejection of their proposed amendments in the Bill by the ruling government.
According to Panigrahi, “The objective of the bill is to impart quality education in the state through the Kolkata based Birla Academy of Art and Culture, a non-profit making trust registered under the Indian Trust Act, 1982.”
According to the Minister the institute so proposed would become a private self-financed unitary university in the state offering state-of-the-art facilities to its students and attracting global students to the state. He pointed out that the academic activity of the proposed university would begin in two years’ time from now. Under the Birla Global University administration there would be courses offered in seven schools such as: Management, Architecture and Planning, Social Sciences and Humanities, Law, Natural Science, Marine Science and Communication.
According to Panigrahi, the State Government has already allotted 29.4 acres of land in order to establish the Birla Institute of Management Technology (BIMTECH) at Gothapatna area. The promoters associated with building of the university have already started working and the primary physical infrastructure of the university has already been set up. The university would get administered by a board of governors, board of management, academic council and finance committee.
