For proper tracking and addressing issues more subtly the Union Human Resource Development (HRD) ministry has asked all the Central Universities to forward complaints in their public grievances portal online. It has also asked the universities to address and settle the grievances within 15 days from the receipt of the same. The process has been asked to become online in order to eliminate paper in between.

The ministry has made it clear that the registrars would be designated as the directors of grievances, who would be responsible for the monitoring of complaints on a regular basis. The portal would be one stop address where keeping track of the grievances and monitoring of files would become effective and easier. The Ministry has also asked the universities to change their websites from ‘ac.in’ to ‘gov.in’, so that it could help forwarding files and proposals faster through e-governance.

E-governance would minimize the delay in action taking process apart from grievance redressal. According to a JNU official, “The movement of hard files takes time. But the e-governance platform will do away with the bottlenecks and one can track files right from the university level to the ministry and also the action taken at various levels.” The ministry is also planning to include IITs under the e-governance programme by changing their websites to ‘gov.in’ as well.
