If any other state of India except Jammu & Kashmir does not follow the rule of law then on the basis of report of the governor of the concerned state, the President rule (article 356) is imposed in that state. But if the same kind of situation arises in the in the Jammu & Kashmir then the state is administered by the governor of the state or the governor rule is applied here instead of President rule.
