Prime Minister Dr.Manmohan Singh visited United States of America in Nov 2009.This foreign visit was important in the sense that just before this visit US President Barack Obama visited China and his some remarks related to India,Pakistan and China badly irked Indians.

Prime Minister Dr.Manmohan Singh visited United States of America in Nov 2009. This foreign visit was important in the sense that just before this visit US President Barack Obama visited China and his some remarks related to India, Pakistan and China badly irked Indians.The name of Pakistan always crops up in relationship between India and US.It is a fact, since last few years,US is trying to keep good relationship both with India and Pakistan owing to its own self-interest.

Vow to implement nuclear deal
Dr. Manmohan Singh was the first foreign dignitary to become guest of White house after assumption of power by Barack  Obama.Reaffirming the global strategic partnership between India and the United States,Prime Minister Manmohan Singh and President Barack Obama vowed to implement their landmark nuclear deal to realise its full potential.
 
Other agreements
Regarding transfer of high technology, another key objective of Manmohan Singh’s visit, the two leaders agreed that strengthening high technology trade between their countries is in the spirit of their strategic dialogue and partnership.The two leaders also committed to continue pursuing mutually beneficial defence cooperation through the existing security dialogue,service level exchanges, defence exercises,trade and technology transfer and collaboration.Both leaders also agreed to collaborate in the application of their space technology and related scientific capabilities in outer space and for development purposes,including in the field of agriculture.

Not much achieved during visit
Even before the start of the visit,not much importance was attached to this event due to certain statements given by Barack Obama relating to India.According to some political analysts,not much was achieved during this visit.Although,US has promised to remove all roadblocks leading to civil nuclear cooperation deal,but issue of dual use technology and reprocessing technology hangs in balance.

Strain in ties
The initial approach of the Obama administration towards ties with India raised concerns of a downturn in Indo-American  relations.India was not even mentioned once in the Obama administration’s official foreign policy agenda.It seems Obama administration places China on a substantially higher plane in the US diplomacy than India.India was badly irked by the Obama’s linking the Kashmir dispute to the instability in Pakistan and Afghanistan.India expressed its concerns that Obama administration’s non-military aid to Pakistan will not be used for counter-insurgency,but for building its military against India.

Pressure to sign CTBT and NPT
The US President has also strongly advocated for the strengthening of the Comprehensive Test Ban Treaty and has pressurised India to sign the agreement. In this respect, India warned the United States that India would continue to oppose any such treaty as it was “discriminatory”. For this purpose, the US has even moved a proposal in United Nations Security Council which urges all the nations to sign Nuclear Proliferation Treaty and Comprehensive Test Ban Treaty.This proposal was unanimously adopted by the Security Council. This proposal specially points towards countries like India and Pakistan who have piles of nuclear arsenals. But India has always maintained that instead of pursuing this treaty, it is more prudent on the part of world community to make efforts for complete disarmament so that whole world is free from fear of mass destruction. Moreover, India also maintains that this treaty divides whole world into “nuclear haves” and “nuclear have not’s”.
