The seniority of the service of the employee will remain the same and the state government will bear the transfer expenditure.

The existing law will have a provision to transfer teaching and non-teaching staff members from one college to another within a state university even when the governing body of the college is the appointing authority. The changes will happen from one university to another following the passing of the amendment bill.

He further added that experiences teachers will be transferred to new universities established in places like Jhargram and Cooch Behar and will also ensure exchange of human resources.

Oppositions have come up over the amendment bill. The Jadhavpur University Teachers association has slammed the governments move calling it an attack on the self-reliance of instututions. Representtaives have mentioned that the amendment is a direct attack on the self-reliance of the universities and the job security of the employees. They also added that the government is trying to centralise the whole system which will weaken the autonomy of the universities which is also against the basic tenets of the University Grants Commission. JUTA has also added that every university has its own rules and operational procedures and appointments to respective universities are based on such rules. It is against natural justice to force employees to work under a completely new set of conditions.
