DUTA demand ordinance to regularize ad-hoc teachers

Delhi University Teachers Association has demanded the university administration to pass an ordinance for the one-time regularization of the ad-hoc teachers.

Delhi University Teachers Association has demanded the university administration to pass an ordinance for the one-time regularization of the ad-hoc teachers. The association has claimed that close to 4500 ad-hoc teachers have been working in the university for over a decade now.

The recruitment for the permanent faculty in the past 10 years happened only in 2014-15 and 2017 in select few departments or colleges. This, the association says was after the Delhi High Court asked the university to fill up the vacant posts.

After the University Grants Commission changed the policy for implementing reservations in teaching posts in March 2018 the process was stalled completely.

The Delhi University Teachers Association has also stated that the ad-hoc teachers perform the same duties as that of the permanent ones but have they have been denied the basic rights to a dignified life. A statement released by the DUTA has clearly explained the plight of these Ad-hoc teachers. The statements reads that in spite of the teachers fulfilling the required academic qualifications like NET/JRF, M.Phil, Ph.D, Post Doctorates from prestigious universities in India and Abroad and having years of teaching experience the Ad-hoc teachers are yet to be regularized in their respective positions which are substantive in nature and marked into different categories as per the approved reservation roster.  

With an aim to make the demands hears, the DUTA has decided to march from Mandi House to Shastri Bhavan on October 16, 2019. The statement released by the DUTA also reads that the indefinite nature of ad-hoc service is a violation of the statutes and ordinances of the university and also if the UGC regulations which have stipulated 10 percent for such vacancies.

The DUTA has also mentioned that the issue also goes against the spirit of court judgments passed on this matter and is also a violation of the fundamental rights of the affected teachers which is the right to equal wage for equal work.

Delhi University Teachers Association President Rajib Ray at a press conference said that the UGC or the MHRD must frame a specific regulation which will allow the regularization of the temporary staff on a permanent basis through the one time absorption which is a provision for the teachers working against vacancies which are approved and marked as per the reservation roster meant for the teaching position at the university.
