The SATHI scheme intends to help build advance technology infrastructure that can also be used by start-ups and manufacturing units to conduct research with the help of sophisticated instruments which they cannot fund themselves.

As per the guidelines provided by the Department of Science and Technology (DST), around 70% of the time for instrument usage has been set aside for external users from other academic institutions, national laboratories, start-ups, entrepreneurs and industry.
