Delhi: In a move that might affect lakhs school students across India, the Election commission has issued a notification asking school boards of poll-bound states of Uttar Pradesh, Punjab, Uttarakhand, Goa and Manipur to consult it before announcing the Board Exam Time table. The move comes in retaliation to UP Board’s announcement of UP Board Exam 2017 Dates for both high school as well as intermediate this week.
The Board Exams Schedule for other poll-bound states i.e., Punjab Board Exam 2017, Uttarakhand Board Exam 2017, Manipur Board Exam 2017, Goa Board Exam 2017 is yet to be announced. These boards will have to now consult Election Commission before announcing the final Board Exams Schedule.
UP Board Class 10th and 12th Exam Date Sheet 2016-17
The Uttar Pradesh Madhyamik Shiksha Parishad (UPMSP) had announced that the UP Board 12th Exam would be conducted from 6th February to 20th March, whereas the UP board 10th Exam would take place from 16th February to 6th March 2017. UP Board has also announced that the practical exam for the annual board exams would begin from 22nd December and will continue until 20th January 2017.
While announcing the UP Board Exam 2017 dates, Board secretary Shail Yadav said, "They (Election Commission) had sought probable exam schedule from us, and we have communicated to them. The same has been released on Thursday”. However, it remains to be seen how EC responds to the recently announced UP Board Exam 2017 time table and if the UP Board High School Exam and UP Board Intermediate Exam is delayed due to the upcoming UP Assembly Election 2017. Similarly, the move will also affect Punjab Assembly Elections 2017, Uttarakhand Assembly election 2017, Manipur Assembly Elections 2017 and Goa Assembly Elections 2017
EC move to avoid clash between Board Exams and Assembly polls
The official notification released by the Election commission states that they have asked school boards from 5 poll-bound states to consult the commission to avoid any clash between the school board exams dates and the assembly. “The Commission is aware that examinations are to be held in the first half of the year, and does not want it to clash with the elections; as it will be difficult for carrying out election work,” said a senior official from the EC. The Election Commission relies heavily on the school infrastructure which doubles up as polling booths during the election. In addition to this, many school teachers are roped in for election duty during the assembly polls. In such case, it would not be feasible to conduct both board exams and assembly polls simultaneously.
Therefore, it would be interesting to see if Election Commission decides to change the Board Exams Schedule for the upcoming assembly elections. Alternatively, the EC could also decide to delay the upcoming UP Assembly Election 2017, Punjab Assembly Elections 2017, Uttarakhand Assembly election 2017, Manipur Assembly Elections 2017 and Goa Assembly Elections 2017, to avoid the clash with School Board Exams.
UP Board Exam 2017 - A major challenge
The major challenge for Election commission would be the management of school board exams for country's biggest board, Uttar Pradesh Madhyamik Shiksha Parishad. In fact, the UP Board Exams are termed as the biggest school-level board exam in the world with the participation of nearly 60 lakh students. As per the numbers announced by the UP Board, this year, a total of 60,29,252 candidates have registered for class X and XII exams for the academic session 2016-17. Of the total number, 34,04,571 students will appear for the UP Board 10th Exam 2017, whereas the rest 26,24,681 will sit for the UP Board 12th Exam 2017. With the participation of nearly 60 lakh students, it would come as a major challenge for EC and the UPMSP to make arrangements for both the UP Board Exams and UP Elections.
Although the final word on UP Board Exam Dates and exam dates for other 5 poll-bound dates is yet to be pronounced, any delay in board exam dates would help students by giving them more time to prepare.
