The United States will hold its midterm elections on November 3, 2026, in a momentous political contest that will decide control of Congress for the remaining two years of President Donald Trump's term. While the elections will not determine the presidency, they could significantly impact his ability to change measures on trade, immigration, taxation and foreign affairs.

Why Is US Congress Important?

The US Congress is the country's federal legislature, consisting of the House of Representatives and the Senate. Both chambers play integral roles in passing legislation by clearing government spending and reviewing the executive branch.

The House has 435 voting members, elected for two-year terms. The Senate has 100 members, with two senators representing each state and serving six-year terms.

For a president to advance major legislative policies, support in Congress is often vital. Although executive powers permit a president to act in numerous key domains, Congress can impact funding, legislation and government oversight.

What Happens If US Congress Changes and Why it Matters for Donald Trump?

If Democrats secure control of either chamber, Trump's government could face greater resistance to its legislative measures and policies.

A Democratic-controlled House could intercept  or delay proposed legislation, impact budget negotiations and unleash investigations into administration policies. It could also initiate impeachment proceedings, although removing a president necessitates a separate Senate trial and the mandatory votes.

If Democrats win control of the Senate, they could also impact confirmations of presidential nominees and complicate it the administration to clear certain priorities.

However, a Republican victory in both chambers would felicitate Trump with a more favourable scope for implementing his agenda. Even then, disagreements within the Republican Party could still complicate policymaking.

Why Should India Watch the US Mid-term Elections?

The outcome could have consequences for India-US relations, especially in trade, immigration, technology and defence cooperation.

Impacts in congressional priorities could impact debates over tariffs, H-1B visas, investment and strategic partnerships. However, a shift in party control would not naturally reverse existing US policies, as the president retains massive authority over foreign relations and executive action.

What Issues Will Influence Voters in US Midterm Elections?

The cost of living, inflation, jobs, healthcare, immigration and economic performance are slated to tinker with voting behaviours. The polls will also serve as a referendum on Trump's leadership and the working of his administration.

US Midterm Elections 2027: Polls and Prediction of the Winners, Losers

The most latest Associated Press-NORC polling presented Trump with 31 percent approval, the lowest during either of his two terms. Only 26 percent of people approved Trump’s handling of the economy, dipping two points below his predecessor, former President Joe Biden’s minimal rating on the topic.

Surveys continue to feature voters rank the economy as their main issue, with topics like gas prices, made higher by the US-Israel war with Iran, dominating their concerns. Immigration and corruption have continuously ranked high.

“The broad stroke is that Americans are disappointed, bordering on angry that President Trump hasn’t delivered on the core promises he made when he won re-election,” according to Henry Olsen, a senior fellow at the conservative Ethics and Public Policy Center in Washington, DC.

Also, Political trackers have forecasted that Democrats will seize control of the US House of Representatives in the November 3 vote.

Two election non-partisan prediction bodies, the Cook Political Report and the University of Virginia’s Sabato’s Crystal Ball, have recently reviewed that the possibility of Democrats taking the House has only grown. The Cook Political Report recently moved 15 House races in the direction of Democrats, moving some considered “toss-ups” to “leans Democrat” and some earlier regarded “lean Republican” to “toss-ups”.
