The Rajasthan government has abolished the minimum land requirement for establishing private universities in the state. Instead, it has introduced a new norm of 25,000 square metre carpet area.
Earlier, any trust or society wanting to open a private university had to show at least 10 acres of land if it was inside a municipal area and 30 acres if it was outside. This was mandatory under the state private university Act. This condition has now been removed completely.
What is the new rule?
The government has now made it compulsory to have 25,000 square metres of carpet area as built-up space. This means, the focus will no longer be on how much empty land the sponsor owns, but on how much actual constructed area is available for classes, labs, libraries, administration and other facilities.

Why the change?
The government took this decision because getting large land parcels near cities had become very difficult and expensive. Most sponsors were finding it hard to acquire 10 to 30 acres of contiguous land in places like Jaipur, Kota and Udaipur.
A similar step was also taken by Chandigarh Administration in June this year, where it said no extra land requirement will be fixed beyond what UGC and AICTE prescribe.
UGC norms will still apply
The relaxation does not mean there will be no checks. Private universities will still have to follow all University Grants Commission (UGC) guidelines, All India Council for Technical Education (AICTE) norms, building bye-laws, fire safety and environmental rules.
The state government believes the move will attract more investment in higher education, encourage vertical campuses in urban areas and ensure that quality infrastructure is created rather than just large stretches of vacant land.
