Educational institutions in Raipur district, Chhattisgarh, have been directed to ensure that foreign students living in private houses, PG accommodations or other places outside institutional hostels are shifted to hostels provided by or affiliated with their universities and colleges.
The direction was issued during a meeting held on Monday with vice-chancellors and representatives of universities and educational institutions in the district. The meeting was chaired by Raipur Collector Gaurav Kumar Singh and Superintendent of Police (Rural) Shweta Srivastava Sinha.
Foreign Students to Be Shifted to Hostels
According to the official statement, institutions have been asked to make suitable accommodation arrangements for foreign students and ensure their safe movement. Students currently staying outside campus or institution-linked hostels are to be shifted within 15 to 30 days.
The meeting also focused on the safety of foreign students, maintaining a positive academic environment and addressing law-and-order concerns around educational institutions.

Institutions Asked to Strengthen Monitoring
Authorities directed universities and colleges to identify possible causes of accidents, untoward incidents or unlawful activities and take preventive measures.
The administration and police have received complaints from local residents concerning foreign students from time to time. Some complaints have also involved alleged indiscipline or unlawful activities.
Institutions have therefore been asked to strengthen monitoring, counselling and disciplinary mechanisms at their level. However, the administration clarified that no action should be taken against a student solely on the basis of nationality.
Orientation Programmes for Foreign Students
Universities have also been advised to provide foreign students with information about Indian laws, local customs, social conduct and local sensitivities.
Regular orientation and awareness programmes should be organised to familiarise students with emergency contact numbers, police assistance, traffic rules and cyber security. Students should also be advised to stay away from narcotic substances and other unlawful activities.
Updated Records to Be Maintained
Educational institutions have been directed to maintain updated and verified records of foreign students enrolled with them and share relevant information with the district administration and police when required.
At the same time, local residents have been urged to adopt a cooperative approach towards foreign students and report any genuine concern or unlawful activity to the concerned institution, police or district administration.
The measures are aimed at ensuring a safe and organised environment for foreign students while improving coordination between educational institutions, local authorities and the police.
