The Council of Higher Education, Manipur was established in the year 1992 under the provision of the Manipur Higher Secondary Act, and prior to the establishment of the council, +2 courses in the state was conducted by the board of secondary education. The council conducted the higher secondary examination, 1993 as its first public examination. There are various universities and institutions under the educational board. For instance, Manipur University was established on 5th June 1980 and it was converted into a central university in 2005. The university campus of Manipur University is spread across 287 acres. The university has 72 colleges affiliated to its board and one constituent college.
As far as the previous year 2013 results are concerned, a total of 26,682 candidates appeared for the examination for Manipur board 12th or higher secondary school leaving certificate. The bunch of students who appeared for the examination was the largest in five years. The examinations were conducted by the council of higher secondary education and as much as 29,593 students had registered for the examination. The approximate numbers of candidates in arts stream were 6,899 , 648 in commerce, and 19,135 in science stream. There were 29 council centers for HSSLC examination and the numbers of private centers were 32.
