What is the Economic Survey 2025?

The Economic Survey is the annual document that is prepared by the Department of Economic Affairs that comes under the Ministry of India. It provides a detailed analysis of the economic development of the country in the previous year and sets the stage for the next fiscal year. It is presented in the Parliament by the Finance Minister, highlighting the roadmap for economic policy and reforms of the next fiscal year.  An economic survey is divided into two parts, one focusing on economic trends and challenges and the other on statistical analysis of various sectors. Check the details below:

Part A: It focuses on broader economic trends, challenges, and policy recommendations.

Part B: It provides a detailed statistical analysis of various sectors that include agriculture, industry, services, infrastructure, healthcare, and environmental concerns

Candidates preparing for the UPSC exam must read the Economic Survey, as it provides a detailed understanding of the Indian economy, which is backed by official data and analysis. It helps candidates build a prospective on economic issues.

Why is the Economic Survey Released Before the Budget?

The release of the Economic Survey a day before the Union Budget is a well-thought-out practice as it provides a data-driven foundation for the Budget, which further enhances transparency and provides the current situation of the economy, including growth trends, challenges, and opportunities. It also helps in highlighting the key issues such as inflation, fiscal deficit, unemployment, and sectoral performance.

By releasing it before the budget, the government signals its priorities and provides a rationale for the policies and schemes that will be announced in the budget. For example, if the survey highlights sluggish growth in the manufacturing sector, the budget may include incentives or reforms to boost industrial output.

For UPSC aspirants, understanding the linkage between the Economic Survey and the Budget is important, as it provides the government’s approach to economic policymaking and governance.

Who publishes the Economic Survey?

The Economic Survey is published by the Department of Economic Affairs, which works under the Ministry of Finance. The document is authored by a team of economists led by the Chief Economic Advisor (CEA). It is presented by the Finance Minister in the Parliament. The CEA plays an important role in shaping the content and recommendations of the survey, ensuring that it reflects the government's economic priorities and challenges.
