PMKVY Scheme: Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development and Entrepreneurship (MSDE) implemented by the National Skill Development Corporation (NSDC). The objective of this Skill Certification scheme is to enable Indian youth to take up industry-relevant skill training that will help them secure a better livelihood.

What is PMKVY Scheme: Full Form with Details 

The PMKVY was initially launched by Prime Minister Narendra Modi on July 15, 2015. One of the major pillars of the Skill India Mission is Sector Skill Councils (SSCs), which played a major role in bridging the gap between skill development and industry demands. The scheme is being implemented at the centre and state level with a 50:50 fund allocation. It has more involvement of District Skill Committees (DSC). The three major components of the scheme are

Short-Term Training (STT): STT is designed to train candidates of Indian nationality who are either school/college dropouts or unemployed. STT provides the training to both fresh candidates as well as candidates who are reskilling for the workforce who have already undergone formal/informal skilling and need additional skill sets.

Recognition of Prior Learning (RPL): Individuals who have prior learning experience or skills can register themselves and get assessed and certified under the RPL. RPL has 12 hours of orientation. To address knowledge gaps, Project Implementing Agencies (PIA) offer bridge courses to candidates along with the 12-hour orientation domain skills, soft skills, entrepreneurship tips, and familiarisation with the assessment process.

Special Projects (SP): The Special Projects component of PMKVY provides training in special areas and/or premises of government bodies, corporations, or industry bodies, and training in special job roles. A proposing stakeholder can be institutions of the Central or State Government(s), an autonomous body/statutory body, or any other equivalent body or a corporation that wants to provide training to candidates.

PMKVY Scheme: State Wise Data

PMKVY was announced by PM in July 2015; till November 2024, it has enrolment of approximately 1.5 crore individuals, out of which nearly 1.3 crore have been trained and 1.1 crore have been certified. The maximum number of individuals were enrolled in RPL, which is further followed by STT, STT+SP, and SP.
