India-France adopt Innovation Roadmap 2030 and Economic Security Dialogue: All You Need to Know

PM Narendra Modi’s bilateral meeting with French President Emmanuel Macron in Nice city of France brought the India-France relations into a next stage by elevating their ties to a ‘Special Global Strategic Partnership’ and jointly inaugurated the India-France Year of Innovation 2026. The both nations announced 13 major outcomes such as adoption of the India-France Innovation Roadmap 2030 alongside the launch of a first-of-its-kind Dialogue on Economic Security.

What is the Innovation Roadmap 2030 between India and France?

The Innovation Roadmap 2030 is a comprehensive operational blueprint designed to secure both nations' technological sovereignty. This roadmap shifts the spotlight toward disruptive innovations and digital infrastructure. Here are the key pillars of the Innovation Roadmap 2030: 

• The 'Trusted AI' Alliance: Setting up a Joint India-France AI Working Group to focus on safe, ethical and risk-based AI governance while curbing misinformation.

• The Kanpur Aeronautics Center: National Centre of Excellence for Skilling in Aeronautics establishment in Kanpur in partnership with MSDE (Ministry of Skill Development and Entrepreneurship of India) to bolster aerospace manufacturing and workforce readiness.

• Globalisation of UPI: Expanding the footprint of India's Unified Payments Interface (UPI) across major French hubs including Paris airport and Nice to offer digital transactions for tourists and students.

• India-France InnoXchange Bridge: a bilateral startup and innovation exchange initiative aimed at establishing a dedicated research and entrepreneurship corridor between the two countries.  

• Academic Mobility and Station F: Reaffirming France's target to host 30,000 Indian students by 2030  and opening up Europe's largest startup hub, Station F in Paris, to incubate an additional 10 Indian deep-tech startups.

What is the Economic Security Dialogue? 

India and France launched the Dialogue on Economic Security as an important shield for the economies of both countries which aims to build secure and resilient alternative supply chains in highly sensitive sectors like 

• Critical Minerals and Semiconductors to reduce import dependencies on single-nation monopolies for manufacturing chips, batteries and clean energy hardware.

• Cybersecurity and classified data aligning defenses against global cyber threats and signing a General Security Agreement (GSA) to protect and exchange classified defense and industrial information.

• Doubling bilateral trade by creating a high-level and annual monitoring mechanism with the definitive goal of doubling bilateral trade within the next five years.

India and France will host two international space events Space Expo (BSX) on 7-9 September in Bengaluru and the International Space Summit on 9-10 September in Paris. To promote bilateral space cooperation in the fields of Earth observation and human exploration related to French Zero-G capabilities and expertise and to Indian future space stations in Low Earth Orbit and to bring together the French and Indian eco-systems.

The roadmap between India and France  establishes a direct strategic bridge between India’s developmental vision of Viksit Bharat 2047 and France's domestic tech transition framework, France 2030.

Establishing joint research centers  such as the new Centre of Digital Sciences, both countries are ensuring they do not rely entirely on external global monopolies for frontier data processing and computing power which will increase the technological sovereignty of the both countries. 

The agreements also focus on healthcare data sharing via the ICMR and France’s Health Data Hub as support for India’s upcoming Gaganyaan human spaceflight missions and the planned Bharatiya Antariksh Station.
