The All India Medical Students Association (AIMSA) has written to Jammu and Kashmir Health and Medical Education Minister Sakina Itoo, seeking urgent intervention in the long-pending issue of stipend revision and parity for postgraduate residents and interns across Jammu and Kashmir.
In its letter dated October 5, 2026, AIMSA said, “MD/MS and DNB residents are working under demanding conditions with significant clinical responsibilities and round-the-clock patient care. Yet stipend disparities between institutions and inadequate remuneration compared with other States remain a serious concern.”
The association has urged the government to revise stipends for MD/MS and DNB residents in line with prevailing rates in other states and UTs. It has also sought uniform stipend rates across government medical colleges and government healthcare institutions in J&K.
AIMSA Seeks Parity For Senior Residents
AIMSA has requested the government to “Extend appropriate revision and parity to Senior Residents.” It has also called for an official government order with a clear implementation timeline.
The letter states, “Issue a written Government Order with a clear implementation timeline and expedite the pending process.”
The association said that the stipend issue requires timely government intervention and requested the minister to resolve the matter through a written order and defined implementation timeline.
MBBS/BDS Interns Warn Of Hunger Strike
AIMSA also highlighted the ongoing demand of MBBS/BDS interns for stipend enhancement. According to the letter, interns were informed that the matter would be resolved within an assured period of one month.
The association said, “The interns were informed that the matter would be resolved within approximately one month. They have now stated that if their demand is not fulfilled within the assured timeline, they will begin an indefinite hunger strike from 10 October 2026.”
AIMSA further appealed to the government to address the concerns without further escalation.
The letter concluded, “Fair and timely stipends are a matter of dignity, recognition and justice for the medical workforce serving the people of J&K; We therefore request your personal intervention to resolve these issues through a written Government Order and a defined implementation timeline.”
The association said it remained hopeful that the government would honour its commitments and address the concerns raised by medical residents and interns.
