The revised NCERT Class 9 Social Science textbook has introduced students to Mahatma Gandhi’s idea of ‘Ram Rajya’, describing it as an ideal model of governance based on probity, transparency, compassion and public welfare.
The book, titled Understanding Society: India and Beyond – Part 2, was released on September 29 as part of the ongoing revision of school textbooks under the National Curriculum Framework for School Education (NCF-SE) 2023 and the National Education Policy (NEP) 2020.
NCERT Class 9 Book Explains Gandhi’s Idea Of ‘Ram Rajya’
The chapter ‘Governance and Public Policy’ discusses the evolution of governance in India and draws references from Indian traditions and texts.
According to the textbook, Gandhi visualised ‘Ram Rajya’ as an ideal model of governance rooted in probity, transparency, compassion, welfare and a people-centric approach. It also connects Gandhi’s interpretation of the concept with the broader cultural understanding reflected in the Ramayana and the 16th-century Ramcharitmanas.
The chapter further explains that Indian traditions viewed governance as a responsibility towards society, rather than simply the exercise of power.

Ram Rajya, Rajdharma And Good Governance
The textbook also refers to the Mahabharata and Vedic traditions while explaining the concept of Rajdharma, or the duties and responsibilities associated with governance.
It states that good governance was traditionally associated with the peace, prosperity, justice and well-being of society. The chapter also cites the Sanskrit saying “Prajasukhe sukham rajnah, prajanam cha hite hitam”, highlighting the idea that the ruler’s welfare is linked to the happiness and interests of the people.
NCERT Textbook Also Covers Satyameva Jayate, Sengol
The revised Class 9 Social Science book goes beyond the discussion of Ram Rajya. It links ‘Satyameva Jayate’, India’s national motto, to the Mundaka Upanishad and the Supreme Court’s motto, ‘Yato Dharmastato Jayah’, to the Mahabharata.
The textbook also discusses the Sengol, describing it in the context of rulership and good governance and tracing its tradition to the Chola period.
The revised textbook is part of NCERT’s broader transition to the new Class 9 curriculum under NCF-SE 2023 and NEP 2020, covering history, geography, political science and economics.
