Prime Minister Narendra Modi on Thursday called for reforms in India’s examination system, stressing that competitive exams are directly linked to the future of young people. Addressing the Union Public Service Commission (UPSC) centenary celebrations at Bharat Mandapam in New Delhi, he said examination bodies must also reform their systems in line with the changing needs of the country.
“An examination should not be considered just an event. It is related to the future of our youth,” Modi said. He added that even a delay of a few months can create difficulties for young aspirants and called for the examination system to follow the principle of “time certainty.”
PM Modi On Exam Reforms: What Did He Say?
The Prime Minister said the country is moving rapidly on what he described as the “Reform Express”, and examination institutions should undertake reforms accordingly.
He also said recruitment examinations should not only assess what a candidate knows but should also consider why they want to enter public service. According to Modi, the objective should be to select young people motivated by public service rather than only public office.
Modi further highlighted the changing profile of civil service aspirants, noting the growing participation of candidates from villages, smaller towns and women.

India’s Examination System Undergoing Reform
The remarks come as the government is already working on wider reforms in public examinations. In July, the Centre announced a High-Powered Task Force on examination reforms under the leadership of Infosys co-founder Nandan Nilekani. The task force has been asked to examine issues related to examination design, security, technology, infrastructure, accessibility and governance.
Recent reports have also highlighted proposals to separate responsibilities such as question-paper setting, examination conduct, test centres and security among specialised agencies. A common calendar for major testing bodies, including NTA, SSC, IBPS and Railway Recruitment Boards, is also being considered.
Why Examination Reform Matters For Aspirants
For students and job aspirants, predictable examination schedules can affect preparation, travel, coaching plans and other career decisions. The government has also been working on measures to strengthen examination security amid concerns over paper leaks and other forms of malpractice.
The ongoing reform exercise is therefore focused on making public examinations more secure, transparent and accessible, while improving the overall examination process.
