The Union Public Service Commission (UPSC) is placing emphasis not only on what candidates know but also on their willingness to serve the country. UPSC Chairman Dr Ajay Kumar said interview boards are advised to consider a candidate’s public service mindset while assessing them for civil services.
Speaking to a media organization, Dr Kumar said a highly qualified candidate may not necessarily want to work in public service. He said the Commission needs to select candidates who are willing to dedicate their careers to serving the country and its people.
UPSC Interview To Assess Public Service Mindset
According to the UPSC Chairman, commitment to public service is one of the parameters that interview boards are advised to consider. He said the approach has been followed by the Commission and should continue to receive importance.
The comments come shortly after the UPSC centenary celebrations, during which Prime Minister Narendra Modi also stressed that civil services recruitment should look beyond a candidate’s knowledge and examine why they want to join public service.

UPSC Recruitment And Changing Role Of Technology
Dr Kumar also spoke about the growing role of technology in UPSC examinations. He said the Commission is using technology to make its processes faster, more secure and efficient.
The UPSC has introduced measures such as deduplication of admit cards and face authentication to strengthen examination security and prevent impersonation. Technology is also being used in areas such as promotions, deputations and disciplinary matters involving civil servants.
UPSC Chairman On Social Media And Misinformation
Dr Kumar said digital technology has made information more accessible, particularly for candidates preparing for competitive examinations in rural and remote areas.
At the same time, he pointed out that social media has also made it easier for misinformation to spread quickly. According to him, the Commission needs to keep adapting to the changing impact of technology.
UPSC Focuses On Transparency And Confidentiality
The UPSC Chairman said transparency remains an important objective for the Commission. He referred to the recent practice of releasing provisional answer keys after examinations as part of efforts to make the examination process more transparent.
At the same time, he stressed that confidentiality must be maintained wherever required. According to Dr Kumar, maintaining a balance between transparency and confidentiality is important for preserving candidates’ trust in the Commission.
