Ambedkar University Delhi (AUD) has revised its attendance guidelines for full-time PhD scholars receiving fellowships, weeks after an earlier order on the issue led to protests by students.
The university issued a revised office order on September 30, superseding the notification dated July 31. The administration said the updated guidelines provide greater flexibility while requiring scholars to remain involved in coursework, seminars and research-related academic activities.
AUD Revises Attendance Rules For PhD Scholars
Under the revised guidelines, PhD scholars receiving fellowships will be required to attend relevant coursework and seminars and maintain academic engagement and progress in their research.
The university said attendance records will be maintained by the research supervisor and programme coordinator and verified by the dean of the concerned school. The research supervisor will also monitor the scholar’s academic engagement and research progress under the guidance of the dean.
According to the administration, the guidelines are “purely academic in nature” and are in line with UGC regulations and practices followed by other universities.
The university said the purpose of the guidelines is to strengthen the research environment and ensure that scholars actively participate in academic and research activities.

AUD PhD Attendance Rule Sparks Student Protest
The revised order comes amid a week-long protest at the university by students associated with the All India Students’ Association (AISA). Students had raised concerns over the earlier attendance requirements, campus restrictions, access to facilities and other issues.
The situation escalated on Friday night after protesters alleged that security personnel restricted the entry of food and water. They also alleged that a student who collapsed around 3 am faced delays in being taken for medical assistance.
The university, however, said its medical team was monitoring the health of protesting students and providing necessary assistance.
University, AISA Differ Over Campus Access
AISA also alleged that students were later denied campus access, affecting those attending classes and examinations. The university said the library, laboratories and some other blocks were closed for maintenance and safety reasons and that students had been informed about the arrangements.
The administration further said the indefinite sit-in was being held without prior permission and that a designated area had been provided for peaceful protests. It also alleged that some protesters had manhandled security guards, a matter it said was brought to the notice of Delhi Police.
AISA has demanded removal of physical barriers, restoration of campus democracy, accountability over the alleged delay in medical access and unrestricted entry for registered students.
The university has appealed to students and other stakeholders to avoid spreading misinformation and said it remains open to dialogue and clarification.
