Uttarakhand MBBS Fraud: Uttarakhand authorities booked five individuals including four medical aspirants for securing MBBS seats via forged Freedom Fighter Dependent certificates. An inquiry by Dehradun’s District Magistrate revealed incomplete affidavits and unverified addresses. Consequently, HNB Uttarakhand Medical Education University revoked all four admissions, declared the seats vacant, and police filed FIRs.

Uttarakhand MBBS Fraud: The authorities in Uttarakhand have filed criminal charges against five people including four female students aspiring to become doctors, namely Tripti, Khushi, Pari and Swati and one parent, namely Uma Devi for obtaining MBBS admissions using fake Freedom Fighter Dependent quota certificates. This scam came to light due to a complaint which resulted in the formation of a joint inquiry committee by Dehradun District Magistrate, Mr. Ashish Chauhan comprising of the Chief Development Officer and the Additional District Magistrate. Some key findings from the investigation included that the submitted affidavits were incomplete, the address mentioned in Dehradun was unverified through physical verification and the information provided did not tally with the official revenue registers. 

In addition, all the four applicants were dependent on a non-existent freedom fighter. Following the inquiry committee's findings, the district administration cancelled all the fake quota certificates immediately. As a result, Director of Medical Education, Dr. Ashutosh Sayana along with Hemwati Nandan Bahuguna (HNB) Uttarakhand Medical Education University canceled the admission of all the four students to MBBS and declared their seats vacant for future counseling process. FIRs have been filed against them under certain sections of the Bharatiya Nyaya Sanhita (BNS).

Investigation Findings & Action Taken

  • Inquiry Originated: This case arose from a formal complaint that was raised on the grounds of lack of validity of the certificates issued for freedom fighters which had been submitted during state NEET counselling. 

  • Main Discrepancies: The documents submitted were regarded as incomplete and suspicious by the inquiry committee because the permanent address of the claimants could not be verified. 

  • Recovery of Seats: In view of the district administration's report, all four reserved seats were canceled and found to be vacant. 

  • Police FIRs: FIRs were lodged by the police to find out if there is any syndicate working behind the preparation of government certificates and identification documents.
