The Ministry of Education is set ot introduce a large-scale national program, which is aimed at identifying and bringing back school dropout students into the formal education system. The initiative will be implemented through the National Institute of Open Schooling, NIOS, offering flexible academic pathways for learners who have discontinued their studies.

This initiative is in line with the vision of the National Education Policy 2020, which targets universal access to education and aims to achieve a 100% Gross Enrollment Ratio (GER) by the end of the decade. Officials believe that alternative learning systems like open schooling can play an important role in addressing the issue of high dropout rates, particularly among students in secondary and senior secondary levels.

Focus on Flexible Learning and Wider Access

As a part of the initiative, state governments and local authorities will work together to identify out-of-school children through surveys and district-level data. Special outreach strategies, including community engagement and awareness campaigns, are expected to encourage students to resume their education. The National Institute of Open Schooling, NIOS, will offer benefits such as a flexible exam schedule, subject choices, and multiple attempts, making it easier for students to complete their education at their own pace.

The government is also planning to expand the number of study centres and examination hubs, especially in rural and underserved areas. Additionally, trained faculty may be developed to guide students through the enrollment process and offer academic support. Vocational courses and skill-based programs will also be integrated to improve employability outcomes.

This initiative is expected to strengthen inclusive education and offer a second chance to millions of learners, ensuring that no student is left behind in India’s evolving education system.
