But the outcomes of the OECD Programme for International Student Assessment (PISA) and the Trends in International Mathematics and Science Study (TIMSS) by the International Association to the Evaluation of Educational Achievement provide sound measures of global 15-year-old students and grade 4/8 respectively.
In PISA 2022, Singapore scored highest in mathematics with a score of 575 which is way above the OECD average of 472.
This was the seventh consecutive victory of Singapore in the category. TIMSS 2023 strengthened this by having Singapore at the top in Grade 8 math of 605 and Grade 4 at 615.

PISA 2022 Mathematics Rankings
PISA measures the performance of 15-year-olds in implementing math in real-life situations in more than 80 countries.
Singapore was at the top, with 575, Macao (China) (552), Chinese Taipei (547) and Hong Kong (China) (536) as all East Asian countries topping the list.
Although there was a minor post-pandemic decline in 569 in 2018, Singapore was still ahead, and only 6% of students were below basic level compared to 26% across the OECD.

TIMSS 2023 Mathematics Rankings
TIMSS Curriculum based knowledge assessment of grades 4 and 8 is held in 60+ countries every 2 years.
Singapore not only scored the highest in Grade 4 615 (global average 508) and Grade 8 605 (global average 488), but Chinese Taipei 607/602, Korea 594/589, and Japan 573/570 also took the second and third places respectively.
This is the third in successive sweeps in Singapore and presents continuum excellence at primary level up to middle school.

Advanced Competitions: IMO Insights
Although assessments are used to measure averages, the International Mathematical Olympiad (IMO) also recognizes elite talent among high-school students by problem-solving in teams.
China has the most gold medals in all time (more than 170) and has dominated recent competitions (e.g. IMO 2024), then the U.S., and South Korea.
