According to reports, the meeting conducted on October 8, 2026 focused on fortifying safety measures, enhancing the regulatory framework for PG accommodations and hostels and identifying immediate steps in coordination with key stakeholders, including the Delhi Development Authority, Municipal Corporation of Delhi, Delhi Police and Universities.
The committee was formed following the tragedy at Satya Nikaten earlier last month, a structural collapse which left seven dead and several others wounded. The aim of the committee is to form a comprehensive regulation for PG accommodations and hostels across Delhi.
While speaking at the meeting, Sood mentioned that the government has progressed towards developing a portal to collate information regarding students and the accommodations. The portal will assist the authorities to identify places where students have been living and the facilities provided.
The portal will collect information including the number of rooms and basic amenities to simplify the registration process and avoid unnecessary concerns among accommodation operators. Delhi University and MCD will conduct tests of the portal within two to four days, after which an official government campaign to will begin for student registration.
The committee will also resolve to set up a sub-committee with representatives from DDA, Delhi government, MCD and Vice-Chancellor of Delhi University to review regulatory limitations affecting the legal functioning of PG accommodations.
The sub-committee will also research the scope of necessary relaxations under the Master Plan and the Delhi Municipal Corporation Act, including the probability of allowing PG operations within a 5-6 KM radius of major educational hubs and in group housing societies and Resident Welfare Association areas.
The sub-committee will sit and study the issues arising in legal operations due to restrictions in the master plan and the DMC Act. Representatives from the DDA, Delhi Government MCD and Vice Chancellor of Delhi University will also be included so that necessary changes in standards can also be discussed.
Teams from MCD and DDA will collectively conduct field inspections of 100 identified cases over the next three days to assess safety arrangements and compliance with outlined legal requirements.
Planned safety requirements for PG accommodations, including CCTV coverage at all entry and exit points and common areas, with a recording backup of 40-45 days, were also discussed during the meeting. Suggestions intended to enhance monitoring while ensuring personal spaces remain private were also discussed.
According to reports, the government is also aiming at a regulatory framework to streamline the functioning of PG Accomodations and provide students with safe and affordable housing. The panel will meet again after Dussehra to assess the sub-committees' findings and finalise the draft regulatory framework.
