Which State is the Largest Producer of Cement in India?
India’s cement industry plays a major role in development. Find out which state leads in cement production.
When you look at India's skyline — the flyovers stretching across cities, the highways cutting through states, the millions of homes built under government housing missions — one raw material ties all of it together: cement. India is one of the world's greatest cement stories. And within that national story, one state writes more of the chapter than any other. That state is Rajasthan.
Which State is the Largest Producer of Cement in India?
According to the Rajasthan Economic Review 2025-26, Rajasthan leads in stone, cement, and hydrocarbon production among all Indian states.
This leadership is built on two unshakeable foundations: geology and scale. Rajasthan holds the largest reserves of cement-grade limestone in the country, and its manufacturing base has grown large enough that no other single state comes close to matching its output.
As confirmed by the India Brand Equity Foundation (IBEF), an initiative of the Ministry of Commerce and Industry, Government of India — Rajasthan is the leading producer of cement-grade limestone in India. Production of limestone stood at 79,236 thousand tonnes in 2023-24. The state has about 26% share in proven limestone reserves in the country and contributes 23% to India's total limestone production.
This is not a recent development. The IBEF's Rajasthan state report consistently places Rajasthan at the top of India's cement-grade limestone production for over a decade.
What the Official Data Says: Key Industry Concentrations
According to the Economic Survey 2025-26 (Ministry of Finance, Government of India), nearly 85% of India's cement capacity is concentrated across Rajasthan, Andhra Pradesh, Telangana, Karnataka, Madhya Pradesh, Gujarat, Tamil Nadu, Maharashtra, Uttar Pradesh, Chhattisgarh, and West Bengal — with Rajasthan listed first among all these states.
The Economic Survey 2025-26 released by the Ministry of Finance notes that most cement plants are located close to raw material sources, and that around 85 per cent of the industry is concentrated in key states including Rajasthan — which leads this list.

India's Cement Industry: Growth Backed by Government Programmes
The numbers are not just impressive — they are accelerating, driven directly by Government of India programmes.
As per the Union Budget 2025-26, the Government approved an outlay of Rs. 2,87,333 crore for the Ministry of Road Transport and Highways, 3% higher compared to the previous budget. The National Infrastructure Pipeline expanded to 9,305 projects from 7,400 projects. Government schemes like the Pradhan Mantri Awas Yojana (PMAY) for affordable housing and PM Gati Shakti National Master Plan for infrastructure are directly driving cement demand.
As per the Economic Survey 2025-26 (PIB, Ministry of Finance), industry Gross Value Added grew 7.0% year-on-year in real terms during the first half of FY 2025-26, with manufacturing — including cement — as a primary growth driver.
Rajasthan does not just produce cement as it produces the raw material that makes cement possible for the rest of the country. With 26% of India's proven limestone reserves, investments worth tens of thousands of crore from India's biggest cement companies, and the backing of the government's infrastructure push through PMAY and PM Gati Shakti, the state's position at the top of India's cement map is not just a present-day reality. It is built to last for decades.
