Odisha has revised its regularisation order for over 13,000 junior teachers appointed in 2023–24. The latest notification replaces the department’s earlier order issued on April 2, 2026

The Odisha government has issued a revised notification concerning the regularisation of more than 13,000 junior teachers appointed during the 2023–24 academic year. The fresh order clarifies the effective date of regularisation, the applicable pay level and the conditions governing the teachers’ previous service.

According to the revised notification issued by the School and Mass Education Department, eligible junior teachers who continue to be in service will be regularised as assistant teachers under Level-V(A) of the elementary cadre, with effect from January 1, 2026. They will be entitled to regular salaries and other admissible benefits in accordance with the applicable government rules.

Odisha Junior Teachers’ Regularisation: What the Revised Order Says

The notification specifies that the period between the teachers’ respective dates of joining and December 31, 2025, will be treated as schematic service. This means that the period will not automatically count towards seniority in the regular cadre or entitle teachers to benefits linked to regular service for those years.

The revised provisions clarify how the earlier period of employment will be treated following regularisation. The benefits applicable to each teacher will remain subject to the conditions mentioned in the government order.

Why Did Odisha Revise the Notification?

The latest order replaces an earlier notification issued on April 2, 2026, which was subsequently stayed by the Orissa High Court following legal proceedings. The government has now issued a revised notification addressing the regularisation arrangement.

The development comes amid demands from junior teachers for clarity and implementation of the regularisation decision. Teachers associated with the Odisha Junior Teachers’ Association had also raised the issue during protests in Bhubaneswar in September.

The revised notification provides a specific date from which eligible teachers will enter the regular cadre and outlines the treatment of their earlier service.

The order is relevant to thousands of teachers working in Odisha’s elementary education system. Eligible teachers should refer to the official notification for the detailed provisions, applicable conditions and service-related benefits. Any individual entitlement will depend on the terms of the order and the teacher’s eligibility under the prescribed rules.
