The Central Government has cleared a plan to invest up to ₹13,000 crore for the construction of a dual-use greenfield international airport in the Great Nicobar Islands to India's maritime security and regional connectivity. The project positioned at the juncture of major global shipping corridors and strategic asset will cater both civilian commercial aviation and Indian Navy’s high stake operations.

The government will develop the airport under the Great Nicobar Islands development projects in Andaman and Nicobar Islands. The Ministry of Defence outlines an ambitious five-year timeline for completion of projects in the collaboration with the Ministry of Civil Aviation.

What is the Great Nicobar Island Development Project?

The Great Nicobar Island Development Project is a holistic mega-infrastructure initiative valued at approximately ₹72,000 crore to transform India’s southernmost island territory into a premier global maritime and economic hub. It is conceived by NITI Aayog and the Andaman and Nicobar Islands Integrated Development Corporation (ANIIDCO).

It is geographically located 40 nautical miles from the East-West international shipping route which is essential to Six Degree Channel and the Strait of Malacca. The project positions India to leverage massive global container traffic.

The government of India has emphasised a calibrated approach aligned with the Shompen Policy of 2015 to ensure statutory compliance with Environmental Impact Assessment (EIA) regulations to protect local indigenous communities and delicate island ecosystems.

The Greenfield International Airport with a dedicated naval enclave. This dual-use base will function as a forward operating platform to enhance India's maritime domain awareness across the Indo-Pacific region.

The project  development spans across 166.10 square kilometers by incorporating 35.35 sq. km of revenue land and 130.75 sq. km of forest land and centers on key pillars includes

  • Greenfield International Airport: It aims to promote regional tourism, connectivity with the Southeast Asian destinations like Phuket and Langkawi by increasing an initial peak handling capability of 4,000 Peak Hour Passengers (PHP).

  • International Container Transhipment Terminal (ICTT): It is located at Galathea Bay by featuring a natural water depth of over 20 meters to host ultra-large cargo vessels. It targets a capacity of 14.2 million TEUs (Twenty-Foot Equivalent Units) and minimizes India's dependence on foreign transhipment hubs like Singapore and Colombo.

  • Clean Energy Power Plant: A clean hybrid 450 MVA (Megavolt Ampere) power complex designed to systematically replace the island's reliance on heavy diesel generators.

  • Township and Area Development: A modern integrated township spreading across 16,610 hectares to facilitate commercial, residential and institutional growth generated by the port-led economy.

  • Socio-Ecological Safeguards: the structure includes 42 clear conditions under its environmental clearance. The project ring-fences to the ancestral reserves of vulnerable aboriginal communities. The indigenous Shompen tribe and the coastal Nicobarese community.

  • What is the Significance of the Project?

The development of Great Nicobar holds a long-term implications for India's status as a global power for defense planners and economic analysts such as

    • Great Nicobar is the gateway to the Strait of Malacca through which nearly one-third of global trade and the majority of East Asia's energy imports flow. The dual-use airbase functions as an unsinkable aircraft carrier, improves India’s Maritime Domain Awareness (MDA) and surveillance over foreign naval and submarine movements in the region.

    • The airport is nearly 150 kilometers from Sumatra and Indonesia. India transforms its relationship with Southeast Asia from occasional diplomatic visits to a permanent, integrated economic and security partnership with the  ASEAN region countries.

    • Currently,  around 75% of India’s transshipped cargo is handled by foreign ports like Colombo, Singapore, and Port Klang. The ICTT terminal at Galathea Bay will allow India to capture this traffic domestically, keeping economic revenue within national borders.

    • The project acts as a crucial part of India's Act East policy and MAHASAGAR doctrine (Mutual and Holistic Advancement for Security and Growth Across Regions) by cementing India's role as a net security provider in the Indian Ocean.

The clearance of the ₹13,000-crore dual-use greenfield airport by the Union government marks a defining transition for the Great Nicobar Project. The massive infrastructure push serves India's undeniable economic and defense imperatives in an increasingly contested Indo-Pacific. India aims to pioneer a template for strategic but sustainable growth by safeguarding its national security boundaries without compromising its rarest ecological heritages.
