New SIM Card Rules 2026: 9-SIM Limit, Check DoT Rules, Restrictions and Key Changes
The new DoT SIM card rules for 2026. Learn about the 9-SIM limit, state-specific restrictions, Digital Intelligence Platform tracking, and how to verify your connections.
The Department of Telecommunications (DoT) has issued an important order to all Telecom Service Providers (TSPs), including Reliance Jio, Bharti Airtel and Vodafone Idea, to adhere to mobile limit per person. Starting August 24, 2026, all telecom companies will have to automatically shut down and deny applications seeking new Subscriber Identity Module (SIM) cards of subscribers who have reached the maximum cap.
What is the New SIM Limit in 2026?
The maximum allowable number of mobile connections registered in one single photo ID is 9. However, depending on the place of residence, there are certain restrictions.
Note: This limit refers to all operators combined (for example, having 3 SIM cards Jio, 3 SIM cards Airtel, and 3 SIM cards Vi means the total number of connection is 9).
| Region / Circle | Maximum Allowed SIM Connections |
| Rest of India (General) | 9 SIMs |
| Jammu & Kashmir | 6 SIMs |
| Assam | 6 SIMs |
| North-East States | 6 SIMs |
Changes and Mechanisms of Technical Enforcement
The government is not merely depending on self-reporting; rather, it is using constructive techniques of enforcement through the use of technology:
Integration of a Digital Intelligence Platform (DIP) to input subscriber data records and user images in a central format. Service providers obtain this information on a daily basis to determine the number of making use of the services.
Immediate post-facto suspension in case a telecom operator wrongly activates the 10th SIM. The system will spot it when activated and the new number will be suspended immediately until the resolution of the problem.
Check after activation is to commence on August 24; all telecommunications service providers must ensure to do 100% full checking of clients at the moment of sale starting from November 30, 2026.
Compulsory declaration in a customer application form (CAF) requires customers when completing the CAF to inform about all their mobile connections regardless of the area.

What happens If you Exceed the Limit?
If the system indicates that the user exceeds the maximum allowable limit of SIM cards in the country (which is generally 9 SIM cards or 6 SIM cards for restricted territories):
-
Rejection of Future Applications: Once the user has crossed the limit, he/she will not be able to order new SIM cards from any network.
-
Demand for Re-verification: The system may send SMS notifications to the user inquiring whether he/she needs confirmation for incoming/outgoing calls or if the user is ready to give up the additional SIM cards.
-
Disconnection of the SIM Cards: If the user refuses to surrender the excess SIMs, the extra ones will automatically be disconnected from the networkstarting with the most recently acquired one.
The revised SIM regulations by the Ministry of Telecommunications play a crucial role in tackling the issue of telecom fraud and misuse of SIM cards in all regions of India. Capping the maximum number of active SIMs per individual user at 9 (or 6 in sensitive areas) as well as the introduction of real-time monitoring features via the Digital Intelligence Platform would lead to the government’s decision of having a safer digital ecosystem.
