Uttarakhand Govt Conducts Mock Drill for UCC Portal; Spots Technical Issues

The Uttarakhand Government's IT Development Agency (ITDA) recently held a mock drill to test the upcoming Uniform Civil Code (UCC) Portal ahead of its official launch. The exercise uncovered some technical and operational issues.

The Uttarakhand Government’s Information Technology Development Agency (ITDA) recently conducted a mock drill for the upcoming Uttarakhand Uniform Civil Code (UCC) Portal before its official launch.

Over 3,500 citizens (dummy entries) registered on the portal during the exercise, while registrars and sub-registrars processed about 200 dummy applications. In addition, 7,728 officer IDs were generated successfully.

Challenges Identified During the Mock Drill

At the time of reporting, the Uniform Civil Code (UCC) portal was offline to address technical issues identified during the mock drill.

The mock drill revealed several technical and operational challenges:

  • Errors in the Aadhaar-enabled registration process within the citizen module.
  • Mapping issues between registrar and sub-registrar user accounts in some areas.

ITDA's Response to Challenges

The Information Technology Development Agency (ITDA) has initiated measures to resolve these issues and is working to ensure a smooth rollout.

The mock drill also focused on streamlining the portal’s workflow, enhancing processes like user registration and final approvals for greater efficiency. ITDA is committed to refining the system by analyzing performance and addressing bottlenecks to improve user experience and service delivery.

Upcoming Mock Drill at CSC Level

A second mock drill will be conducted at the Common Service Center (CSC) level on January 24 to further test and optimize the portal’s functionality.

Features of the UCC Portal

The UCC portal allows citizens to apply online for:

  • Marriage
  • Divorce
  • Inheritance
  • Cohabitation
  • Relationship dissolution

How is UCC Portal Working?

The portal enables registration at three levels:

  1. Gram Panchayat Level:
    • Registrar: Sub Divisional Magistrates
    • Sub-Registrar: Gram Panchayat Development Officers
  2. Nagar Palika (Urban Body) Level:
    • Registrar: Administrative Officials
    • Sub-Registrar: Additional District Magistrates
  3. Large Urban Body Level:
    • Registrar: Urban Commissioners
    • Sub-Registrar: Tax Inspectors

Registrar Generals will handle appeals against decisions made at these levels.

UCC Portal Service Cost

The cost for services is expected to range between ₹50 and ₹500, though exact fees are yet to be determined.
