The Ninth Pravasi Bharatiya Diwas was inaugurated by Indian Prime Minister, Dr Manmohan Singh on 8 January 2011. The three day Pravasi Bharatiya Divas (Indian Diaspora Day) Convention provided the largest platform to the PlOs (persons of Indian origin) and NRIs (non resident India) for exchange of views and networking on matters of common interest. The convention witnessed participation of around 1,500 overseas delegates and all the Chief Ministers of north-eastern states.
At the inaugural ceremony the merging of the Overseas Citizen of India (OCI) and the People of Indian Origin (PIO) cards was declared. The cards have been merged to facilitate visa-free travel to India, rights of residency and participation in business and educational activities in the country.
The Prime Minister announced the extension of the Indian Community Welfare Fund to all Indian Missions from the present 42. On the welfare of workers emigrating from India, it was pointed out that besides the signing of Social Security Agreements with 12 countries and finalisation of Labour Mobility Partnerships with two others, the government was negotiating a generic arrangement with the European Union.
