The congress ruled states would enact the new Lokayukta legislation by 28 February 2013. The decision in this regard was taken in New Delhi during a meeting of the Chief Ministers of party ruled states on 27 December 2013. The meeting was chaired by the Vice President of Congress, Rahul Gandhi.

Ajay Maken, the General Secretary of Congress also said the states ruled by Congress will start de-list fruits and vegetables from their Agricultural Produce Marketing Committee Act by 15 January 2014. The act will enable the farmers to sell the products at a place of their choice and this will bring back benefits the consumers as the prices of the products will be less.

The congress ruled states will also invoke the Essential Commodities Act to deal strictly with hoarding, black marketing and profiteering. The reforms of Public Distribution System will be immediately implemented in those states as per the the National Food Security Act 2013.
