Framework for Action for Food Security and Nutrition in Protracted Crises approved

The forty second plenary of the Committee on World Food Security (CFS) on 16 October 2015 approved the Framework for Action for Food Security and Nutrition in Protracted Crises (CFS-FFA) in Rome, Italy.

The objective of the first of its kind global framework is to tackle hunger in protracted crises. To achieve this, the framework suggested the following 11 principles covering 3 broader areas

Area I: Address critical manifestations and build resilience

Principle 1:  Meet immediate humanitarian needs and build resilient livelihoods
Principle 2: Focus on nutritional needs Adapt to specific challenges

Area II: Adapt to specific challenges

Principle 3: Reach affected populations
Principle 4: Protect those affected by or at risk from protracted crises
Principle 5: Empower women and girls, promote gender equality and encourage gender sensitivity
Principle 6: Ensure and support comprehensive evidence-based analyses
Principle 7: Strengthen country ownership, participation, coordination and stakeholder buy-in, and
accountability
Principle 8: Promote effective financing

Area III: Contribute to resolving underlying causes of food insecurity and under nutrition in protracted crises

Principle 9: Contribute to peace building through food security and nutrition
Principle 10: Manage natural resources sustainably and reduce disaster risks
Principle 11: Promote effective national and local governance

Importance of CFS-FFA

As the prevalence of under nutrition is typically three times higher in protracted crises situations than in the rest of the developing world, the framework suggests a long term and sustainable model to fight food insecurity and achieve UN Sustainable Development Goals (SDGs).

It also emphasizes women’s empowerment and the agricultural productivity of smallholders, noting that both are often neglected in responses to crisis situations.

• The Committee on World Food Security (CFS) was set up in 1974.
• It is an intergovernmental body and serves as a forum for review and follow-up of food security policies.
• It reports annually to Economic and Social Council of the United Nations (ECOSOC).
• It is made up of Members, Participants and Observers.
• Its membership is open to all Member States of The Food and Agricultural Organization (FAO), The International Fund for Agricultural Development (IFAD) or The World Food Programme (WFP) and non-Member States of FAO that are Member States of the UN.
