PM-RKVY: ₹1,200 Crore Allocated to 10 States; What Is ‘Khet Bachao Abhiyan’?

The Centre has sanctioned more than ₹1,200 crore to 10 states under the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY), with Union Agriculture and Farmers’ Welfare Minister Shivraj Singh Chouhan calling for closer coordination between the Centre, states, scientists and farmers. The announcements were made during the second day of the National Agriculture Conference–Rabi Campaign 2026.

₹1,200 Crore Sanctioned to 10 States

Sanction letters were handed over to agriculture ministers of 10 states. West Bengal received ₹290 crore, followed by Haryana with ₹198 crore and Chhattisgarh with ₹181 crore. Arunachal Pradesh was allocated ₹154 crore, Bihar ₹114 crore and Karnataka ₹104 crore.

Mizoram received ₹75 crore, Himachal Pradesh ₹64 crore, Jharkhand ₹58 crore and Punjab ₹43 crore. Chouhan said the Centre was focusing not only on policy formulation but also on ensuring timely availability of funds so that agricultural programmes could be implemented without delays.

Agriculture Growth and Foodgrain Production

Chouhan highlighted the performance of the agriculture sector, saying its growth rate had increased from 3% in 2015 to 4.5%. He also said the average annual increase in foodgrain production had more than doubled, rising from around 40 lakh tonnes to 84 lakh tonnes.

According to the minister, rabi foodgrain production increased by 205 lakh tonnes between 2023-24 and 2025-26. He attributed the increase to the combined efforts of farmers, state agriculture departments, scientists and agricultural institutions.

‘Team Agriculture’ Approach

Chouhan announced regular monthly virtual reviews with states to monitor agricultural programmes and strengthen Centre-state coordination. At the state level, a “State Agriculture Team” will bring together agriculture ministers and secretaries, agricultural universities, ICAR institutions, Krishi Vigyan Kendras, ATMA, Farmer Producer Organisations, farmers, processors, exporters and Central government representatives.

Similar monthly meetings will be conducted at the district level involving collectors, agriculture officials, scientists, bankers and farmers.

‘Khet Bachao Abhiyan’ From October 22

The minister also announced a nationwide ‘Khet Bachao Abhiyan’ from October 22 to November 30. The campaign will focus on soil health, environmental sustainability and balanced fertiliser use based on Soil Health Cards.

Chouhan further called for greater cultivation of pulses in rice-fallow areas of eastern India, particularly Jharkhand, Bihar, Odisha and West Bengal, after the paddy harvest.

Focus on Rabi Season

For the upcoming rabi season, states were asked to consider soil moisture and water availability while recommending crops and improved seeds. The government also emphasised measures against fake fertilisers, spurious seeds and substandard pesticides, alongside stronger coordination for agricultural implementation.
