The central government, based on the recommendations of the 15th Finance Commission, on November 2, 2020, released Rs. 2,200 crores as the first installment to 15 states across India for the improvement of air quality measures in their million-plus cities. The news was shared by Finance Minister, Nirmala Sitharaman.
The Union Minister informed that the grant will help the beneficiary states to undertake various air quality measures which include capacity-building of the local bodies within the million-plus cities of 15 states.
As per the Finance Ministry, the grant is intended to be utilized for the air quality improvement measures as well as for meeting the additional needs of State Pollution Control Boards for assisting the local bodies in monitoring the air quality.
This will help the beneficiary States to undertake air quality measures, including capacity-building of the local bodies within their million-plus cities/agglomerations.

Key Highlights:
• The State Finance Department will transfer the grants in aid directly to all the local bodies, which will be including cities such as Kolkata, Lucknow, Vishakhapatnam, etc. within the ten working days of receipt from the central government without any form of deduction.
• Any delay in the transfer of amount beyond the 10 working days will require the state government to release the same amount with interest as per the effective interest rate on State Development Loans/market borrowings for the previous year.
• The local bodies receiving the amount will entrust one urban local body as the nodal entity for receiving the grants.
• The nodal entity will also have the responsibility of achieving the performance indicators for the whole urban agglomeration.

Report submission by the 15th finance Commission:
The 15th Finance Commission will be submitting its report for the fiscal year 2021-22 to 2025-2026 to President Ram Nath Kovind on November 9, 2020. A copy of the report will also be presented to PM Narendra Modi later in November.
The 15th Finance Commission under the chairmanship of NK Singh on October 30 winded up its deliberations on the report. The report was then signed by NK Singh and other members of the commission- Anoop Singh, Ajay Narayan Jha, Ramesh Chand, Ashok Lahiri.
