Vice-President and Rajya Sabha Chairman Hameed Ansari reconstituted the panel to probe the charges against Chief Justice of the Sikkim High Court, P.D. Dinakaran on 18 July 2011. The panel was reconstituted after the Supreme Court order had asked senior advocate P.P. Rao not to be on the panel. On Justice Dinakaran's writ petition, raising the question of bias, the court had asked Rao not to be on the panel.
Prof. G. Mohan Gopal, Director, Rajiv Gandhi Institute for Contemporary Studies, Rajiv Gandhi Foundation, New Delhi was selected to replace advocate Rao.
Supreme Court Judge Aftab Alam will be the chairman of the reconstituted panel and the Chief Justice of the Karnataka High Court, J.S. Khehar, and Mohan Gopal as members.
The apex court ordered the re-constituted committee to carry forward the proceedings from where the earlier committee had left them.
