The Civil Services Exam rules govern the number of times that a candidate can sit for the IAS exam. For the IAS - the candidate needs to appear for the Civil Services Exam.
According to the UPSC guidelines, every candidate appearing for the examination is permitted four (4) attempts at the examination.
The number of attempts permissible to candidates belonging to Other Backward Classes (as defined) are seven (7).
The number of attempts do not apply in the case of Scheduled Castes and Scheduled Tribes.
Please NOTE: An attempt at a Preliminary Examination is considered an attempt. If the candidate appears for any one paper of the Preliminary Examination - this is considered to have made an attempt.
