Human Resource Ministry Modified NCHER Bill

The Human Resource Development Ministry has revised its grand bill for a National Council for Higher Education and Research that was believed to be fake from the union of University Grand Commission, Council of Architecture, All India Council for Technical Education and some other similar agencies.

A series of meetings were called to serve the proper mechanism to synchronize between regulators and to discuss about common interest along with implementing them like anti ragging norms of UGC that are hugely preferred in engineering and medical colleges.

It is expected by the HRD ministry that the new coordination mechanism will introduce improvement in the higher education system and build census on important policy issues. The name for this new mechanism is yet to settle.

Public opinions are sought by UGC in order to amend the UGC regulation 2003 according to which private universities can be established and maintained. The rules should be robust to avoid misuse of them and to save the quality of education.

NCHER was set up by HRD ministry to carry out the bill under which norms for establishing and maintenance of the private university is defined. However, this bill was stumped in Parliament. Hence, the ministry decided to make improvement in it.
