The Union government of India on 22 May 2011 rejected the Karnataka Governor H R Bhardwaj's recommendation to impose President's rule in the state. A decision to this effect was taken by the Cabinet Committee on Political Affairs, CCPA, which met in New Delhi on 22 May 2011 under the chairmanship of Prime Minister Dr Manmohan Singh shortly after the conclusion of the second anniversary celebrations of the UPA-II Government.
The CCPA discussed the Karnataka Governor's report and after careful consideration decided not to accept the recommendations. Even as the CCPA rejected the Governor's report, it has asked the Union Home Ministry to write to the Karnataka Government bringing to its notice the issues mentioned by the Governor. This may be one of the rare instances when the Centre has rejected the recommendations of a Governor for imposition of President's rule.
Karnataka governor had recommended the imposition of President's rule in state on 15 May 2011.
Article 356 of the Constitution of India gives the central government authority to impose President's rule over states.
