Sushil Kumar Modi, the deputy chief minister and the finance minister of Bihar, on 23 February 2012, presented the budget of state for the year 2012-13. The total budget allocation was 78686.83 crore Rupees with a special emphasis on the sectors like agriculture and education.
The revenue surplus is 7088.59 crore Rupees while the public debt is estimated to be 59732.81 crore Rupees. Revenue surplus will be used for investment in physical infrastructure, generating productive capital assets like roads, buildings, power, schools, health centres and irrigation schemes.

• Water Resources - 2192.47 crore Rupees
• Social Welfare - 2118.40 crore Rupees
• Energy - 2001.75 crore Rupees
• Planning and Development - 8663.37 crore Rupees
• Rural Works - 1661.78 crore Rupees
• Rural Development - 1574.84 crore Rupees
• Agriculture - 1200 crore Rupees
• Panchayati Raj - 1186 crore Rupees
• Others - 6917.50 crore Rupees
