During the meeting of the Home Secretaries of India and Pakistan on 28 March 2011, it was decided to revive the eight-member Indo-Pak Joint Judicial Committee (JJC).   JJC   includes retired Supreme Court and High Court judges of both India and Pakistan.

Indo-Pak Joint Judicial Committee was formed in January 2007 to recommend measures for the human treatment and speedy release of prisoners became inactive following the 26/11 attacks.

In fact, after the formation of the JJC the consular access was granted to over 550 Indian prisoners in Pakistan jails for the first time. The same thing applied to Pakistani prisoners. The JJC would visit Indian prisoners lodged in jails of Pakistan.

It was the JJC that requested for the first time the release of Gopal Das on humanitarian basis. Gopal Das was arrested on charges of spying.
