"One Nation One Subscription," a new federal government initiative to guarantee nationwide access to academic research articles and journal publications, was approved on November 25th, Monday by Prime Minister Narendra Modi-led Union Cabinet.
In keeping with the objectives of the Anusandhan National Research Foundation (ANRF), the National Education Policy (NEP) 2020, and Viksit Bharat @ 2047, the Modi government has set aside ₹ 6,000 crore for the project over a three-year period.
What is One Nation One Subscription?
The program aims to provide access to international high-impact academic research articles and journal publications. It is designed for researchers, faculty, and students across higher education institutions. These institutions are run by federal, state, and central government research and development agencies.
Free Access to International Journals
One Nation One Subscription now includes 30 significant international journal publishers.
Journal access will be made available nationwide through a fully digital subscription process managed by the Information and Library Network (INFLIBNET), an independent inter-university center of the University Grants Commission (UGC).
Key Features of the One Nation One Subscription Scheme

- Access to Major Journals: The scheme includes 30 major international journal publishers, providing access to nearly 13,000 e-journals.
- Coverage: More than 6,300 government higher education institutions and central government R&D institutions will benefit from this initiative.
- Simplified Process: The scheme will be implemented through a fully digital and user-friendly process.
- Budget Allocation: ₹6,000 crore has been allocated for the project, covering three calendar years — 2025, 2026, and 2027.
- Centralized Management: A national subscription will be coordinated by the Information and Library Network (INFLIBNET), an autonomous inter-university centre under the University Grants Commission (UGC).
- Unified Access Portal: Institutions can access journals through the "One Nation One Subscription" portal managed by the Department of Higher Education.
- Awareness Campaigns: State governments will conduct campaigns to promote usage among students, faculty, and researchers in government institutions.
