Eleventh Five-Year Plan (2007–2012)

Eleventh Five Year Plan manifested empowerment through education and skill development. It also laid emphasis to elevate the sex ratio for age group 0 to 6 years.

The objectives of eleventh five year plan are:

Income and Poverty

  • Speed up GDP growth from 8 percent to 10 percent. Subsequently sustain at 10 percent in the 12th Five Year Plan so as to double the per capita income by 2016 – 17
  • Augment agricultural GDP growth rate to 4 per annually to make sure a broader stretch of benefits
  • Create 70 million new work prospects
  • Trim down educated unemployment to below 5 percent
  • Elevate real wage rate of untrained workers by 20 %
  • Decrease the headcount ratio of consumption poverty by 10 %

Education

  • Diminish dropout rates of children from elementary school from 52.2 percent in 2003 – 04 to 20 percent by 2011 – 12
  • Build up minimum standards of educational achievement in elementary school & by standard testing monitor efficiency of education to guarantee quality
  • Augment literacy rate for persons of 7 years of age or above to 85 percent
  • Lower gender gap in literacy to 10 %
  • Amplify the percentage of each legion to higher education from the present 10 percent to 15 percent by the end of plan

Health

  • Diminish maternal mortality ratio to 1 per 1000 live births and infant mortality rate to 28
  • Decrease Total Fertility Rate to 2.1
  • Supply clean drinking water for all by the year 2009. Make sure that there are no repositions
  • Decrease malnutrition among children of age group 0 – 3 to half its present level
  • Condense anaemia among girls and women by 50 percent by the end of the plan

Women & Children

  • Elevate the sex ratio for age group 0 to 6 years to 935 by 2011 – 12 & to 950 by 2016 – 17
  • Make sure that at least 33 % of the indirect and direct beneficiaries of all government schemes are girl and women children
  • Make sure that all children benefit from a safe childhood, without any obligation to work

Infrastructure

  • Make sure electricity connection to all villages
  • Make sure all - weather road connection to all habitation with population 1000 & above by 2009

Environment

  • Increase forest cover by 5 %
  • Achieve WHO standards of air class in all major cities by 2011 – 12
  • Treat all urban waste water by year 2011 – 12 to clean river waters

Target growth during eleventh five year plan was 8.4% and Growth achieved was 7.9%.
