The solution to this picture puzzle is that although the second woman might be carrying two small metal buckets, there are no holes in them, which makes it possible for her to carry all the water she obtained from the source. So she will bring more water.

The first woman has the larger buckets, but one of them is broken, and water is spilling through that bucket, which makes her unable to carry full water in one of her buckets.
