The Revenue Department in the Ministry of Finance notified the imposition of preliminary anti-dumping duty on imported PVC flex film from China in August 2010. The decision was taken following a recommendation of the Designation Authority in the Indian Commerce Ministry on 22 June 2010. The decision was also based on the written complaint of the domestic manufacturer, Pioneer Polyleathers Pvt Ltd, Rudrapur (Uttarakhand). PVC flex films are also known as PVC flex banners and PVC flex sheets in commercial parlance. The flex films are used in advertising signage, billboards, PVC films and tarpaulins, PVC flex sheets in rolls. However the dumping probe excluded PVC rigid films and cotton/canvas tarpaulins. The anti-dumping duty imposed under the notification would be effective up from 30 July 2010 to 29 January 2011.
