The Delhi High Court, on 23 March 2011, issued notices to the Centre, the Union Human Resources Development Ministry and the Jamia Millia Islamia University on a Public Interest Litigation (PIL). The PIL challenged the the decision taken by the national Commission for Minority Educational Institutions (NCMEI) on 22 February 2011 to declare the Jamia university a minority institution.
The petitioner Vijay Kumar submitted before the court that the Jamia Millia Islamia could not be granted the status of a minority institution as it was made a Central University in 1988 by an act of Parliament.
