With an unprecedented allocation of Rs 3,70,250 crore, Gujarat Finance Minister Kanu Desai presented the state budget for 2025–2026 to the Assembly on Thursday. This is his fourth straight budget, with a focus on social welfare, infrastructure, education, and skill development.
One of the main highlights of the Gujarat Budget is the Rs 59,999 crore allotted for education, which demonstrates the state government's resolve to update its educational system to meet international standards and the Viksit Bharat 2047 goal.
Education & Skill Development
The budget focuses on improving education quality and accessibility. Mission Schools of Excellence will receive ₹2,914 crore to upgrade over 25,000 classrooms. Namo Lakshmi Yojana has been allotted ₹1,250 crore to support girls’ education, while ₹782 crore will be spent under the Right to Education (RTE) Act to help students in private schools.
Other key initiatives include:
- ₹250 crore for Namo Saraswati Vigyan Sadhana Yojana, benefiting 2.5 lakh students.
- ₹223 crore for student travel concessions in State Transport (ST) buses.
- ₹200 crore for Gyan Shakti Residential Schools of Excellence to improve hostel facilities.
- Scholarships:
- ₹100 crore for Gyan Sadhana Merit Scholarship, benefiting 75,000 students.
- ₹70 crore for Gyan Setu Merit Scholarship, supporting 90,000 students.
- Recruitment of over 22,000 teachers in government and aided schools to improve education quality.
Infrastructure & Urban Development
A significant portion of the budget is dedicated to roadways, public transport, and smart city projects. Key allocations include:
- ₹5,000 crore for road expansion to improve connectivity between industrial and rural areas.
- ₹4,000 crore for smart cities to develop urban areas with modern facilities.
- ₹3,500 crore for urban housing projects to provide better living spaces.
Healthcare & Medical Facilities
The government has allocated over ₹40,000 crore to improve healthcare services. Key highlights include:
- AI-based diagnostics in government hospitals to improve patient care.
- ₹3,200 crore for Ayushman Bharat Yojana to provide free healthcare to low-income families.
- Expansion and modernization of hospitals to ensure better healthcare services.

Women’s Empowerment & Social Welfare
The budget focuses on women's welfare, with ₹15,000 crore allocated to schemes for nutrition, financial independence, and safety. Key programs include:
- Namo Lakshmi Yojana to support girls’ education.
- Mukhyamantri Mahila Udyam Yojana to promote women's entrepreneurship.
- Strengthening anganwadis and child nutrition programs to improve child healthcare in both rural and urban areas.
Job Creation & Entrepreneurship
To boost employment and innovation, the government has allocated ₹10,000 crore for skill development and startup incentives, focusing on IT, AI, renewable energy, and manufacturing. Plans include:
- Establishing new training centers and incubation hubs to provide industry-ready skills.
Agriculture & Farmer Welfare
To support Gujarat’s farmers, the government has set aside ₹25,000 crore for irrigation, smart farming, and crop insurance. Key initiatives include:
- Mukhyamantri Kisan Yojana to improve irrigation facilities and financial aid for farmers.
- Focus on sustainable farming, water conservation, and tech-driven agriculture.
Green Energy & Sustainability
Gujarat aims to become a leader in renewable energy, with ₹12,000 crore allocated to solar, wind, and hydrogen power projects. Key plans include:
- Increasing solar energy capacity by 5,000 MW.
- Investment in electric vehicle (EV) infrastructure to promote clean energy.
Finance Minister Kanubhai Desai presented the budget in a red-colored 'pothi' (ledger book) instead of a traditional briefcase. The pothi was decorated with Warli paintings and Ahir embroidery, showcasing Gujarat’s tribal and folk art. The Ashoka Stambh was also featured, symbolizing national pride and governance.
