The Indian Council of Social Science Research (ICSSR) conducted a survey on the cause of the backwardness of the Muslim community and submitted its report to the Union Ministry for Minority Affairs in June 2010. The survey was conducted in 90 districts across the country which had a concentration of Muslim population and 90 separate reports were prepared, which were presented to the Union Ministry for Minority Affairs. The survey was conducted on the basis of Justice Rajendra Sachchar Committee's report. According to the survey, inadequate socio-economic infrastructure is the major cause for the backwardness of Muslims. A number of important factors were pointed out as a reason for the backwardness. For example-
• lack of access to schools and educational institutions
• inadequate number of educational institutions
• low literacy rate among parents
• poor implementation of the Integrated Child Development Services Scheme (ICDS)
• poor participation of Muslims in the professional and managerial cadre
ICSSR is the country's premier social science research institute. The Ministry had granted Rs. 2.6 crore to the ICSSR for the survey.
