The Ministry of Statistics and Programme Implementation (MOSPI) held the 13th Review Meeting with Nodal Secretaries of States/UTs on 17 August 2011 at Vigyan Bhawan, New Delhi to review the progress of implementation of MPLAD Scheme. The meeting was presided by Srikant Kumar Jena, Minister (I/C), Ministry of Statistics and Programme Implementation and was attended by representatives of 30 States/UTs and also by the representatives of C&AG and Controller General of Accounts.
During the meeting, Jena conveyed the Government’s decision to increase the Annual Entitlement per MP from Rs. 2 crore to Rs. 5 crore. With the increase in allocation of MPLADS fund the Ministry modified the Guidelines and enlarged the basket of eligible works that needs to be utilized in an effective manner.
The District/State Authorities were requested to channelize the process of fund flow either release or expenditure through the Central Plan Scheme Monitoring System (CPSMS). The CPSMS enables fund tracking at every stage of release and utilisation thereby facilitating monitoring of the implementation of the Scheme.
As mandated by Government of India, the release of MPLADS funds was decided to be made only through Electronic Clearing System (ECS).
