UPSC (Union Public Service Commission) released on 13 December 2010, a set of two sample papers for the Civil Services Aptitude Test 2011. Civil Services Aptitude test in 2011 will be based on these two sample papers. The two sample papers have 14 questions in total. The first paper has 6 sample questions and the second paper has 8 sample questions. Civil Services Aptitude Test is the changed name of the Civil Services Preliminary Examination.
According to the UPSC, the first question paper will have questions on the current national and international events, Indian history, national movement, India and world geography, Indian Polity and governance, constitution, political system, Public Policy and Panchayati Raj.
The Second question paper will test the candidate’s aptitude through comprehension, interpersonal skills including communication skills, logical reasoning and analytical ability, decision making and problem solving, general mental ability, basic numeracy and English language Comprehension skills(Class X level).
Prior to this, Ministry of Personnel, Public Grievances and Pension, on 18 October 2010, had announced new syllabus for Civil Services preliminary Examination. UPSC intimated these changes to the public on 22nd October 2010 through its press release.
According to the new syllabus there will be two compulsory papers carrying 200 marks each. Candidates will have to answer each paper within the time limit of two hours. The questions will be of multiple choice and objective type.
Earlier, there was a GS paper and an optional subject paper with more weightage given to the optional subject paper. The GS paper was of 150 marks and optional subject paper used to carry 300 marks. The candidates appearing for the Civil Services examinations had to opt for the subject of his choice for the optional subject paper. Now with the changed syllabus, it’s now equal for all the candidates. All the candidates have to face the same Questions

For Civil Service Examination (Preliminary) 2011, the syllabus and pattern of the Preliminary Examination are as following:
(Paper 1) (200 marks) - Duration: Two hours.
•Current events of national and international importance
•History of India and Indian national movement
• Indian and World Geography- physical, social, economic geography of India and the world
•Indian Polity and governance – constitution, political system, panchayati raj, public policy, Rights issues, etc.
•Economic and social development – sustainable development, poverty, inclusion, demographics, social sector initiatives etc.
•General issues on environmental ecology, bio-diversity and climate change-that do not require subject specialization
• General science.
(Paper II) (200 marks) – Duration: Two hours
•Comprehension
•Interpersonal skills including communication skills
•Logical reasoning and analytical ability
•Decision making and problem solving
•General mental ability
•Basic numeracy (numbers and their relations, orders of magnitude etc. (Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. –Class X level)
•English language comprehension skills (Class X level)
